摘要: 中央人才工作会议明确了新时代深入实施人才强国战略的目标和任务,人才工作进入新阶段,应加快构建人才发展新格局,拓展人才治理新局面。新时代人才发展的主题就是要推动人才高质量发展,深化人才供给侧结构性改革,促进人才发展的更深层次改革创新;形成以人才国内循环为主体、国内国际双循环相互促进的人才发展新格局,推进教育、人才、科技和事业紧密结合的国内人才大循环和具有全球竞争力的人才外循环;激活各类市场主体活力,加强人才宏观治理,形成基层社会人才治理新局面,为全面建设社会主义现代化国家提供更加强大的智力支撑。

Abstract: As goals and tasks for further implementation of the strategy of “strengthening the nation through human resource development” in the new era have been established at the central conference on talent-related work, talent-related works have entered a new stage. Thus, it is necessary to speed up constructing a new pattern of talent development and expanding the new situation of talent governance. In the new ear, talent-related works should focus on promoting high-quality development of talents, deepening the structural reforms on the talent supply side, and deepening reforms and innovations of talent development to form a new pattern in which domestic cycle of talents is highlighted and domestic and international cycles support each other, and form an internal talent cycle that closely integrates education, talents, technology and careers, and an globally competitive external cycle; In addition, by activating the vitality of market entities and strengthening the macro-governance of talents, a new situation of grassroots talent governance should be formed to provide stronger intellectual support for comprehensive construction of the modern socialist country.
