新形势下高校人事制度改革探索

摘要: 人事制度改革作为高校改革发展的主要内容,事关新时代高素质教师队伍建设,与人才培养质量、教育教学改革联系密切,是建设“双一流”或高水平高校的重要抓手。当前,高校人事制度改革还存在一定的问题,主要表现为顶层设计不系统、制度衔接不紧密、保障机制不健全。基于此,高校人事制度改革应聚焦岗位聘任、考核评价、薪酬激励、职业发展、服务保障等方面,根据改革的主要内容、实施要点、前提条件和制约要素的不同,既要有针对性地把准制度改革的关键点与突破口,又要注重制度设计的系统性、制度内部的匹配性、制度之间的衔接性、环境保障的有效性,深化制度改革,推动人才队伍建设,促进高校事业发展。

Abstract: As a major component of reform of colleges and universities, reform of the personnel system is critical to cultivation of high-quality teachers in the new era. It is also closely related to cultivation quality of talents and teaching reform, and considered as an important channel for building a “double first-rate” or high-level colleges and universities. At present, there are some problems with reform of the personnel system in colleges and universities, such as unsystematic top-level design, inadequate system connection, and imperfect control mechanism. For this purpose, colleges and universities should focus on post appointment, examination and evaluation, salary incentives, career development and service assurance when carrying out reform of the personnel system. Meanwhile, they should pay attention to systematic design and compatibility of the system, cohesion between the systems and effectiveness of environmental protection, when catching critical point and breakthrough point of the reform according to main contents, implementation points, preconditions and restrictions of the reform, so as to deepen the system reform, promote development of qualified personnel, and facilitate development of colleges and universities.
