粤港澳大湾区建设背景下中山市人力资源产业发展研究

摘要: 新时代的人力资源服务业有着新的发展特点和机遇,在粤港澳大湾区、深圳建设中国特色社会主义先行示范区“双区驱动”的背景下,中山市人力资源产业发展面临重大的发展机遇与挑战。近年来,中山市人力资源产业发展有了较大进展,但与粤港澳大湾区周边城市相比,人力资源发展在产业定位与政策扶持、发展规模与发展潜力、市场化与集聚化发展程度方面存在较大差距。为了破解中山市人力资源产业发展难题,政府应强化人力资本发展理念、提升人力资源产业地位;优化人力资源产业发展环境;实施骨干企业培育计划,支持国有性质服务企业做大做强;加快建设人力资源产业园、引导产业集聚化发展;提升队伍整体素质,引导行业向高质量发展;融合信息技术,推进人力资源服务信息化建设;加强园区间交流与合作,加快园区整体国际化步伐。

Abstract: The human resource service industry in the new era has new development characteristics and opportunities. Under the background of “double-zone drive” of building Guangdong-Hong Kong-Macao Greater Bay Area and Shenzhen into leading demonstration areas of socialism with Chinese characteristics, the development of human resource industry in Zhongshan is facing major development opportunities and challenges. In recent years, the development of human resource industry in Zhongshan has made great progress, but compared with the surrounding cities in Guangdong-Hong Kong-Macao Greater Bay Area, there is a big gap in human resource development in terms of industrial positioning and policy support, development scale and development potential, marketization and agglomeration. In order to solve the problem in the development of human resource industry in Zhongshan, the government should strengthen the concept of human capital development and improve the status of human resource industry; optimize the development environment of human resource industry; implement the cultivation plan for key enterprises and support state-owned service enterprises to become bigger and stronger; accelerate the construction of human resource industrial park and guide the development of industrial agglomeration; improve the overall quality of the team and guide the industry to develop to high quality; integrate information technology and promote the information construction of human resource service; strengthen exchanges and cooperation between parks and accelerate the overall internationalization of parks.
