基于文本挖掘的上海科技创新人才政策主题研究

Study on the Topics of Policies for Scientific and Technological Innovation Talents in Shanghai based on Text Mining

摘要: 科技创新人才是一个国家或地区的战略资源,其发展对于促进创新驱动、做优做强创新型经济具有重要意义。本研究以2015年以来上海发布的39项科技创新人才相关政策为研究对象,基于文本挖掘方法,从政策发布年份、发布主体、关键词词频、社会网络关系等维度进行量化分析,并采用LDA主题模型对政策文本进行了主题聚类分析。研究结果发现,近年上海科技创新人才政策重点关注的主题包括海内外高层次人才、留学人员、博士后、人才激励、人才流动、科技创新服务、知识产权以及户籍政策等,其中人才与创新两个关键词位于社会网络中心,且两者的关系密切。基于此,本研究分析了当前上海科技创新人才政策存在的问题,并提出了进一步完善科技创新人才政策的相关建议。

Abstract: Scientific and technological innovation talents are the strategic resources of a country or region. Their development is of great significance to promoting innovation-driven, better and stronger innovative economy. This study collected 39 policies related to scientific and technological innovation talents issued in Shanghai since 2015. Based on the text mining method, this paper made a quantitative analysis from the dimensions of policy issuing year, issuing subject, key word frequency, social network relationship and the like, and used LDA topic model to conduct topic cluster analysis on policy texts. The study results showed that in recent years, the topics of Shanghai’s policies for scientific and technological innovation talents mainly include high-level talents at home and abroad, overseas students, post-doctors, talent motivation, talent flow, technological innovation services, intellectual property rights, and registered residence policy. Among them, the key words of talent and innovation are located in the center of the social network, and they are closely related. Based on this, this study analyzed the problems existing in the current policies for scientific and technological innovation talents in Shanghai, and put forward relevant suggestions to further improve the policies for scientific and technological innovation talents.
