Abstract: The professional title is a major indicator to measure the scholarship, technical and professional abilities of a professional. In order to follow the development trend of scientific research personnel in agriculture and the law of scientific and technological innovation, this paper combines the latest requirements of the central government on professional title reform and the specific specifications of Jiangsu Province, and carries out in-depth analysis of attributes and categories of agricultural research-related works. Furthermore, to solve the problems arising from execution of professional title licensing criteria such as general evaluation criteria, monotonous evaluation indicators, insufficient efforts in applying technical achievements, and lack of orientation for team cooperation, this paper puts forward the major indicators for professional title licensing for scientific research personnel in agriculture in the new era, including “equal stress on morality and ability and morality takes precedence, highlighting scientific classification, focusing on what to do and evaluate, discarding the convention of “being paper-centric, title-centric, diploma-centric and award-centric”, weakening qualifications and numbers, and combining individual appraisal and team appraisal methods. Those are expected to provide reference for organizations to revise the professional title licensing criteria.
