摘要: 建立国际实质等效的工程能力评价体系,逐步实现工程师资格国际互认,是促进中国工程技术人才跨境流动、公平参与国际竞争的有效途径。本文介绍并比较了英国专业工程能力标准和中国科协工程能力评价通用规范中工程师素质能力要求及工程能力评价方法,概述了中国科协工程能力评价的进展,探讨了工程能力评价的特点以及工程师素质能力的要点指标,以期对工程人才能力的培养和发展起到一定指导。

Abstract: Establishing an engineering capacity evaluation system with effective international equivalence and gradually achieving internationally accredited engineering qualifications is an effective way to promote cross-border flow and equal participation of engineering and technical personnel in China in international competition. The British professional engineering capacity standards and the engineers’ quality requirements and engineering capacity evaluation methods defined in the China Association for Science and Technology’s general specifications for engineering capacity evaluation are introduced and compared in this paper, the progress of the China Association for Science and Technology’s general specifications for engineering capacity evaluation is outlined.
