摘要: 人事代理服务作为人力资源服务产业的基础性业态,受外部规制环境的制度变革、劳动力市场和产业结构发展现状的影响。就业群体、用人组织和平台经济体的变化,对人事代理服务的需求内涵及外延产生重要影响,要求人事代理服务的战略和资源配置与其相适应。从供求关系的视角看,人力资源服务机构所提供人事代理服务存在和发展的必要性表现在以下方面:需求主体的公平与效率性认知,交易成本与资源依赖,战略人力资源管理构建,基于平台经济体商业模式的新就业群体管理体系等。以此为基础,可以形成以动态合规性为制度基础、以接入性和网络化能力构建为保障、以外部资源聚合及内部系统契合能力为发展方向的人事代理服务实践路径体系。[1]

Abstract: As the basic format of human resource service industry, personnel agency service is influenced by the system reform of external regulatory environment, the labor market and the development status of industrial structure. The changes of employment groups, employment organizations and platform economies have an important influence on the demand connotation and extension of personnel agency service, which requires the strategy and resource allocation of personnel agency service to adapt. From the perspective of supply and demand, the necessity of the existence and development of personnel agency service provided by human resource service organizations is reflected in cognition of fairness and efficiency of demand subjects, transaction cost and resource dependence, construction of strategic human resource management, new employment group management system based on the business model of platform economy, etc. On this basis, a practical path system of personnel agency service with dynamic compliance as a system basis, accessibility and networking capability construction as a guarantee, and external resource aggregation and internal system fitting as a development direction can be formed.
