系统理论视角下人才引进与科技创新关系研究

Research on the Relationship between Talent Introduction and Scientific and Technological Innovation from the Perspective of System Theory

摘要: 人才是促进科技创新最主要的原动力,人才引进已经成为全国各个地区促进经济发展、推动科技创新的主要手段。以往依靠优惠政策、资金支持等引进人才的方式已逐渐趋同,构建更加有效的人才引进模式极为迫切。本文在分析以往人才引进模式的基础上,以系统理论的视角提出了系统化人才引进的方式,并基于河北省人才引进的相关数据,检验了系统化人才引进对科技创新的促进作用,同时检验了人才环境在二者之间的中介传导作用。研究发现:系统化人才引进模式的各个子系统对科技创新和人才环境有显著正向影响;较好的人才环境在系统化人才引进各子系统和科技创新之间具有部分中介作用;较差的人才环境在系统化人才引进各子系统和科技创新之间不起中介作用。

Abstract: Talent is the main driving force to promote scientific and technological innovation. Talent introduction has become the main means to promote economic development and scientific and technological innovation in all regions of the country. Ways to introduce talents by relying on preferential policies, financial support and other means in the past have gradually converged. It is extremely urgent to build a more effective talent introduction mode. Based on the previous talent introduction mode, this paper puts forward a systematic talent introduction mode from the perspective of system theory, verifies the role of systematic talent introduction in promoting scientific and technological innovation based on the relevant data of talent introduction in Hebei Province, and also verifies the mediating role of talent environment between them. The results show that the subsystems of the systematic talent introduction mode have a significant positive influence on scientific and technological innovation and talent environment; a better talent environment plays a partial mediating role between the subsystems of systematic talent introduction and scientific and technological innovation; a poor talent environment does not play a mediating role between the subsystems of systematic talent introduction and scientific and technological innovation.
