二线省会城市人才集聚模式创新路径——以福州市“多元协同”人才集聚模式为例

Innovation Path of Talent Agglomeration Mode in Second-tier Provincial Capital Cities—Taking “Multi-component Collaborative” Talent Agglomeration Mode in Fuzhou as an Example

摘要: 人才资源是城市经济与社会发展的重要动力源,积极探索创新高层次人才集聚模式,对于城市综合竞争力提升具有显著的现实意义。二线省会城市在人才竞争中一直处于不利地位,“引才难”成为当前城市发展中难以突破的瓶颈。本文以优化我国二线省会城市人才集聚模式创新为出发点,对福州高层次人才集聚创新模式的个案进行分析,总结归纳为“多元协同”人才集聚模式,包括政府搭台助推人才集聚、企业主导配置人才集聚、高校支撑培育人才集聚、人才为本吸附人才集聚等特征。为进一步推动我国二线省会城市高层次人才集聚发展,各地方政府应在突出人才引进政策差异性;坚持市场导向,强化地方企业主体性;“产学研”融合,实现多元主体共赢等方面持续强化提升,为城市发展集聚优质的人才资源。

Abstract: Talent resources are an important driving force for urban economic and social development. Actively exploring and innovating a high-level talent agglomeration mode has significant practical significance for the improvement of urban comprehensive competitiveness. Second-tier provincial capital cities have always been in a disadvantageous position in competition for talents, and the “difficulty in attracting talents” has become a bottleneck that is difficult to break through in the current urban development. Based on the optimization of the innovation of the talent agglomeration mode in China’s second-tier provincial capital cities, this paper analyzes the case of Fuzhou high-level talent agglomeration innovation mode, and summarizes it as a “multi-component collaborative” talent agglomeration mode, which includes the characteristics of talent agglomeration promoted by the government, talent agglomeration led by enterprises, talent agglomeration supported by colleges and universities, talent agglomeration realized by talent oriented adsorption and the like. In order to further promote the aggregation and development of high-level talents in second-tier provincial capital cities in China, local governments should highlight the differences of talent introduction policies, adhere to market orientation and strengthen the subjectivity of local enterprises, integrate “enterprises, universities and scientific research institutions”, and continuously strengthen and improve the realization of the win-win situation of multiple subjects, so as to aggregate high-quality talent resources for urban development.
