境外职业资格认证境内活动现状和管理研究

摘要: 我国自1994年实施职业资格证书制度以来,境外职业资格认证就在我国境内出现并开展活动,在产生一些积极作用的同时,也存在一定的问题。境外职业资格认证的系统的监督管理机制尚不健全,职业资格认证及管理体系有待进一步完善。本文系统梳理了境外职业资格认证在境内活动的发展历程和现状,对存在问题和成因进行细致分析,并就进一步建立和完善境外职业资格认证境内活动监督管理办法提出了对策建议。

Abstract: Since implementation of the professional eligibility certification system in 1994, there have been foreign professional eligibility certificates and relevant licensed activities in China. This plays some positive roles while causing problems such as imperfect supervision mechanism of foreign professional eligibility certificates and incomplete professional eligibility certification and management system. In this paper, the development history and current activities of foreign professional eligibility certificates in China are systematically organized, and the existing problems and causes are analyzed in detail so as to put forward countermeasures and suggestions for establishing and improving supervision and management methods for domestic activities of foreign professional eligibility certificates.
