“人口倒挂型”城市机关事业单位临聘人员管理研究——以广东省S市为例

Study on Management of Temporary Employees in Government Organs and Public Institutions in “Population-Hanging-Upside-Down” Cities--Taking S City of Guangdong Province as an Example

摘要: 近年来,由于经济社会不断发展,部分大型城市出现了常住人口数量超过本地户籍人口数量的“人口倒挂”现象。当地政府为解决人手不足问题,招录了大量临聘人员参与政府公共管理和服务。广东省S市作为全国典型的“人口倒挂型”城市,临聘人员群体数量大,呈现出人员类型复杂多样、薪酬待遇不平衡及晋升空间狭窄等特征,主要原因是岗位及薪酬体系设置缺乏规范性,应加强临聘人员的系统管理,建立起科学规范的岗位晋升、薪酬待遇体系。

Abstract: In recent years, due to the continuous development of the economy and society, population mobility has become normal. Especially in some large city, there is a “population-hanging-upside-down” phenomenon that the number of permanent residents is more than the registered residence population. In order to solve the shortage of manpower, the local government has recruited a large number of temporary employees to participate in government public management and services. As a typical “population-hanging-upside-down” city in China, S City of Guangdong Province has a large number of temporary employees, showing the characteristics of complex and diverse personnel types, unbalanced salary and treatment and narrow promotion space. The main reason is the lack of standardization in the setting of posts and salary system. We should strengthen the systematic management of temporary employees and establish a scientific and standardized post promotion, salary and treatment system.
