科研团队绩效评价的现状与对策——基于软科学研究院所的调查分析

The Current Situation and Countermeasures of Performance Evaluation for Scientific Research Teams— Based on Survey and Analysis on the Soft Science Research Institutes

摘要: 绩效评价是软科学研究院所科研团队管理的重要环节,对推动科研团队的建设和发展至关重要。文章采用深度访谈和网络调查等方法,从软科学研究院所绩效评价工作的评价制度、评价指标设计、评价组织实施、评价结果应用、问题与建议反馈等方面对软科学研究院所科研团队绩效评价现状展开调研。研究发现,软科学研究院所绩效评价的主要问题为顶层设计不足、定性指标相对欠缺、成果转化应用重视不足、评价机制不够完善等,建议加强绩效评价顶层设计和制度建设,优化评价指标体系,完善评价机制,重视评价结果应用。

Abstract: Performance evaluation is an important link in the management of research teams in soft science research institutes, and is crucial for promoting the construction and development of research teams. This paper adopts methods such as in-depth interviews and online surveys to survey the performance evaluation status of research teams in soft science research institutes from the aspects of evaluation system, evaluation indicator design, evaluation organization and implementation, evaluation result application, and problem and suggestion feedback. The research has found that the performance evaluation of the soft science research institutes has prominent problems such as insufficient top-level design, relatively lack of qualitative indicators, insufficient emphasis on achievement transformation and application, and inadequate evaluation mechanism. It is recommended to strengthen the top-level design and institutional construction of performance evaluation, optimize the evaluation indicator system, improve the evaluation mechanism, and attach importance to the evaluation result application.
