目标导向的高校人才政策效果评估研究——以“闽江学者”中特聘教授为例

Research on the Evaluation of the Effectiveness of Goal-Oriented Talent Policies in Colleges and Universities— Taking the Distinguished Professors of “Minjiang Scholars” as an Example

摘要: 随着社会经济的高质量发展,人才已成为发展的核心力量。为吸引人才,各地相继推出了一系列人才政策,但在实施过程中存在重引进轻使用等现象。文章重点关注人才政策实施效果,以人才政策目标为导向,以目标获取模型为基础,构建了人才政策效果评估体系,以“闽江学者”中的特聘教授为例,进行实证研究。研究发现,“闽江学者”在教学工作、科研工作方面参与程度高,表现较好;在团队建设、学科发展方面表现不佳,存在人才聘期内发展不均衡、政策目标未针对不同学科设定、缺乏实施细则、政策配套设施不足等问题。面向未来,在政策制定层面应强化政策的目标导向性和可操作性,结合实际设定政策目标并重点突破;在政策落实层面,提供嵌入式人才引导支持和服务,完善基础配套设施建设;在政策评估方面,增加人才目标达成度实时监测环节,建立和完善人才政策效果评估体系。

Abstract: With the development of the economy and society, talent has gradually become the core force of development. In order to attract talents, various regions have successively introduced a series of talent policies, but there is a phenomenon of emphasizing the introduction over the use in the implementation process. This paper, focusing on the effectiveness of implementation of talent policies, oriented by talent policy goals and based on the goal acquisition model, constructs a talent policy effectiveness evaluation system. Empirical research is conducted by taking distinguished professors of the “Minjiang Scholars” as an example. The research has found that “Minjiang Scholars” has a high level of participation and performs well in teaching and research work, but the performance in team building and disciplinary development is poor, and there are problems such as imbalanced development during talent introduction, policy goals not set for different disciplines, lack of implementation details, and insufficient policy supporting facilities. Facing the future, in terms of policy formulation, it is necessary to strengthen the goal orientation and operability of policies, set policy goals based on reality and focus on breakthroughs; in terms of policy implementation, it is necessary to provide embedded talent guidance support and services, and improve the implementation and construction of basic supporting facilities; in terms of policy evaluation, it is necessary to increase the real-time monitoring of the achievement of talent goals, and establish and improve the talent policy effectiveness evaluation system.
