猎头海外引才的制约因素与对策研究——以上海为例

摘要: 建设具有世界影响力的社会主义现代化国际大都市,需要一大批优秀的国际化人才。当前国际环境日趋复杂,海外高层次人才引进需要应时而变。对上海猎头机构海外引才情况的调查表明,从引才效果角度看,当前,猎头引才面临体制机制不健全、本土机构海外引才的能力不足、体制内单位用人机制不够灵活、海外高层次人才对在沪的职业发展存在一定顾虑等困难和问题,对猎头机构从海外引进高层次人才形成制约。提升海外高层次人才引进效率,应健全完善市场化海外引才体系,实现市场化引才有效对接,打通用人主体市场化引才通道,提高猎头机构海外猎才能力,提升猎头行业的社会影响力。

Abstract: Building a socialist modern international metropolis with global influence requires a large number of outstanding international talents. The current international environment is becoming increasingly complex, and the introduction of high-level talents from overseas also needs to change accordingly. A survey on the overseas talent introduction by Shanghai headhunting agencies shows that from the perspective of talent introduction effectiveness, currently headhunting agencies are facing difficulties and problems such as inadequate institutional mechanisms, insufficient ability of local agencies to introduce overseas talents, inflexible employment mechanisms within the system, and certain concerns about the career development of high-level overseas talents in Shanghai, which restrict the headhunting agencies from introducing high-level overseas talents. To improve the efficiency of introducing high-level overseas talents, it is necessary to establish a sound and perfect market-oriented overseas talent introduction system, achieve effective integration of market-oriented talent introduction, establish a market-oriented talent introduction channel for general talents, improve the ability of headhunting agencies to introduce overseas talents, and enhance the social influence of the headhunting industry.
