The Characteristics, Problems, and Countermeasures of Talent Flow in Philosophy and Social Sciences in Colleges and Universities— Taking Heilongjiang Province as an Example

摘要: 哲学社会科学人才是实现经济振兴与信心汇聚的驱动核心,而高校作为知识集聚之地是哲学社会科学人才的重要载体。但近年一些高校的哲学社会科学人才的流失加剧,高端哲学社会科学人才流动总体呈向上流动的趋势,导致人才分布不均衡。文章基于对黑龙江省高校哲学社会科学人才现状的分析,并结合对黑龙江省高校、社科院、政府机关、其他科研机构在职和已经流出的哲学社会科学人才的调查,分析了黑龙江省哲学社会科学人才流动的原因、特征、意愿,哲学社会科学人才职业发展中存在的问题,从思想、管理、政策等方面提出对策建议,以期推进我国新时代高校哲学社会科学人才队伍建设工作。

Abstract: Philosophy and social science talents are the driving core for achieving economic revitalization and confidence gathering, while colleges and universities, as knowledge gathering places, are important carriers of philosophy and social science talents. However, the loss of philosophy and social science talents in colleges and universities in China and the overall upward flow of high-end philosophy and social science talents have led to uneven distribution of talents. This paper, based on an analysis of the current situation of philosophy and social science talents in colleges and universities in Heilongjiang Province, and combined with a survey on philosophy and social science talents in colleges and universities, social science academies, government agencies, and other scientific research institutions in Heilongjiang Province who are currently employed and have already flowed out, analyzes the reasons, characteristics, willingness, and problems in career development of philosophy and social science talents in Heilongjiang Province, and proposes countermeasures and suggestions from the perspectives of ideology, management and policy, in order to promote the development of philosophy and social science talents in colleges and universities in China in the new era.
